Oxfam is looking for a dynamic team player to work with the Oxfam Bangladesh humanitarian team to to manage and develop the Bangladesh country humanitarian team to deliver quality and effective up to CAT-2 level disasters, work as a strategic guide, manager and capacity builder.
Humanitarian Program Manager This is a managerial position and the incumbent reports directly to the Country Director. It is an open ended post based in Dhaka, Bangladesh.

Roles & Responsibilities:
Primarily act as a coach and mentor towards the Bangladesh humanitarian team to be able to take effective leadership of managing high intensity disasters (CAT-2) incorporating organisational and international standards by:
  • In close collaboration with the country humanitarian team lead the development of  the Bangladesh country humanitarian programme pillar that incorporates the cross cutting standards of rights based approach in emergencies, disaster resilience, climate change impact, women’s leadership and empowerment and gender equality in line with the Bangladesh National Change Strategy (2009 – 2014).
  • Through strategic guidance and agreed capacity building initiatives of the humanitarian team (and across the country programme) to develop an in house capacity in the Oxfam competency areas such as public health, water sanitation, food security and livelihood, humanitarian advocacy, accountability and impact measurement, emergency finance, Human Resources and logistics.
  • Contribute 20% of time towards South Asia humanitarian capacity building initiatives to reach Humanitarian 2010 vision of developed response at country level.  This will be under the guidance of South Asia Humanitarian Regional Programme Manager/or designate.
  • Ensure up to date and quality documentation of hazard mapping linked with contingency and activity plans to reduce impact and increase capacity of partners and Oxfam to respond to the different hazards.
  • Work closely with Policy, advocacy, media, long term development, funding, HR and finance teams to have a harmonized/linked up approach for humanitarian programme response, delivery and capacity building initiatives. 
  • Analyse the gaps at Oxfam and partners level and identify inputs and learning to decrease the gaps and increase Oxfam aspiration to manage CAT-2 disaster at country level.
  • Support the team to ensure programme learning and innovation are documented and shared at appropriate national, regional and international l level.
  • Build an internal humanitarian leadership capable of drawing on each OI affiliates organizational expertise to deliver high quality preparedness and responses and contribute to the development of Single Management Structure of Oxfam in Bangladesh.
  • Ensure good relations with donors are developed and maintained and that the team meet all donor requirements. Work with the teams to develop links with new donors and increase funding (traditional and non-traditional donors).
  • To work with the management team to ensure the integration of our gender/ Disaster Risk Reduction /climate change, in a complementary way that maximises impact and better utilises existing staff and partners capacities. 
  • Ensure compliance with Oxfam GB monitoring, evaluation and learning expectations and approach, develop initiatives for continuous learning, pilots and innovation.
  • Facilitate funding and non-funding partnership (within OGB partnership policy) to increase participation and design of quality capacity building plans for partners.  Including NGO partners, networks, alliances, institutions, UN and Government of Bangladesh etc.
  • Manage a multidisciplinary team of programme and technical staff. Performances manage all direct line reports including development and coaching of staff.
  • As a member of the Country Management Team provide leadership to the overall operation of the country programme.
  • Be prepared to undertake other duties related to Oxfam’s programme as and when required by the Country Director.  
Skills and Competencies:  
  • Highly developed strategic management experience and skills.
  • Highly developed and proven ability to build plan and deliver capacity building initiatives.
  • Experience to managing emergency responses in Oxfam at CAT-1 or CAT-2 level.
  • Broad set of management skills (financial, HR, fundraising, technical) and competences.
  • Very strong programme management and leadership skills and motivation of others.
  • At least 10 years experience of emergency food sustainable livelihoods programming in response and/or early recovery. Cash programming and market analysis would be advantageous.
  • Proven communication, facilitation, influence and representational skills.
  • Ability to work with diplomacy, tact and sensitivity and experience in working within different cultural contexts requiring cultural sensitivity.
  • Proven ability in significant scale up responses with financial management and management of human resources.
  • Proven sound judgement in complex situations.
  • Ability to manage own workload with minimal support.
  • Commitment to Oxfam’s Ideals and Beliefs including gender equity and rights based approach.
  • Fluent in written and spoken English is essential. English writing skills must be to a business and external reporting standard.
  • Knowledge and working experience of climate and disaster situation in South Asia would be advantageous.
Reward & Benefits:
An amount of BDT 1,809,500 will be paid per annum gross with other benefits e.g. medical for spouse and children, provident fund, gratuity and Insurance etc.
